Pricing with no guesswork
Boards plan better when costs are clear from the start.
Our rates are listed online and include the standard services, so routine tasks don't show up as surprise line items.
Your rate stays stable after setup.
You'll pay a 2% management fee that beats the industry average, plus fixed per-owner pricing and whichever financial and meeting services your board decides to add.
Run your numbers through the calculator on our Pricing page. Then request a free quote, and we'll lock it in writing within one business day.

Seven guarantees, in your contract
They aren't marketing lines. They're contract terms, and if we break one, we make it right and lower your fee.
- Response - Owner inquiries are answered within 2 business days
- Vendors - Work meets the board's standards
- Financial Reporting - Provided by the end of the following month
- Service - Managers carry no more than 10 associations or 1,000 owners.
- Satisfaction - The board can cancel the contract with 60 days' notice
- CEO Access - Every owner gets direct email access to our CEO
- Transparency - We provide an HOASnapshot report if requested, and all contract and pricing information is provided upfront.
Big enough to support you, small enough to know you
From tiny associations to communities with several hundred owners, we fit. Our family-owned team brings more horsepower than a one-person shop and more personality than a national company.
A dependable team
We'd rather grow slowly than overload our managers, and that shows in how fast they respond.
Upland boards work with upbeat local managers who get ahead of problems.
Supervisors in our Riverside office support each one.
Behind them, our corporate office staff knows the state and federal HOA rules inside and out.
Plus, your board can email founder and CEO Scott Brady directly.
Who's behind Progressive
Scott Brady entered Southern California real estate in 2012, then started Progressive Association Management in 2020 with a goal of raising the bar. He's lobbied for HOA reform locally and at the State Capitol, written the book on HOAs, and created tools that help associations stay financially stable.
A library for Upland board members
Our free online library breaks down HOA responsibilities so new and seasoned directors alike can feel confident.
Self-managed boards can use it too, no strings attached.
Upland HOA board guidance
Foothill Boulevard condos to North Upland
Upland's associations range from older condo complexes near Foothill Boulevard to hillside communities in North Upland with private streets.
Budgeting for Santa Ana winds
Santa Ana winds regularly knock down trees and damage roofs and fencing in Upland. Boards should set aside money each year for wind repairs and arborist work.
Wind claims and foothill fire
North Upland sits right against the San Gabriel foothills, where wildfire is a real risk, and wind damage claims are common across the city.
Funding the most common projects
Reroofing, tree work, and slope repairs are the most common large projects in Upland. Steady reserve funding keeps them from turning into assessments.
Downtown charm and Mount Baldy
Downtown Upland, the Euclid Avenue trail, and Mount Baldy just up the road make Upland a foothill favorite.

I had the privilege of working with Alyssa Kraus. She is incredibly responsive, detail oriented, and knowledgeable. So grateful for all her help!
Our HOA has had the privilege of working with Neil Murphy. I cannot begin to explain how much Neil has gone above and beyond for our community. He puts in an excessive amount of hours and keeps his cool. Neil, if you see this, we appreciate you and thank you for all your hardwork and dedication.
Our property manager, Neil Murphy, is very responsive to questions/concerns that arise from residents in our HOA. When I could not get much help from accounting for a billing issue, he followed up to make sure it was addressed. Moreover, he is diligent in communicating with vendors regarding bids and projects.

FAQs
They do. Expect an on-site walk no less than every two months, with additional visits available for a modest fee.
It gives your board one clear picture of the association, similar to a Carfax for a car. This proprietary report pulls together your CC&Rs, budget, reserve study, delinquencies, and litigation, then ranks the issues by priority.
Absolutely. Managing close to 1,000 properties and 269+ associations calls for solid coverage, including:
- General Liability – Protection for injury or property damage connected to our services.
- Errors and Omissions – Protection when an agent makes a management or sales error.
- Cybertheft – Protection for HOA accounts against hackers and phishing.
- Workers Compensation – Protection for employees injured while working.
- Fidelity Bond – A $1,000,000 bond guarding the money entrusted to us.
It happens. Reach out to our leadership and we'll assign someone else. Our only ask is a few months of patience while a new manager learns your community.
Begin by canceling with your existing management company. Contracts vary: some need 30 days' notice, others 60, and a few only allow cancellation inside a 30-day window before a one-year auto-renewal. Notice by email or letter is generally enough. After you sign with Progressive, our team contacts your former company, steps in as owner, collects your governing documents, transfers your banking, and onboards your homeowners. We can wrap it up in 30 days, but 45 gives everyone breathing room.
