More support. Less stress. Our team of experts is here to help.

Progressive Association Management brings HOA management to San Diego County with the support of our Riverside office. We currently manage 2 associations in the city of San Diego and are growing across the county. Boards get a manager who handles no more than 10 communities, financial statements by the end of the following month, rates we publish online, and a contract you can end with 60 days’ notice.

San Diego County runs on associations. Public records show 4,244 of them across 48 county communities, together collecting about $768 million in dues every year. Each is overseen by owners who said yes to a board seat and discovered how much the role asks of them.

Those are the people we serve. Progressive works for 16,000+ owners across Southern California, and we’ve learned what San Diego boards value most: a manager who responds, an inspection that actually happens, and records you can find when you need them.

Our managers know Southern California well, and our Riverside office backs every San Diego community we take on. On weekends you might cross paths with our team in Balboa Park, on the trails at Torrey Pines, or watching the seals at La Jolla Cove. We love this county, too.

What we work toward is easy to describe. A reserve fund built on a plan. Amenities that open on time and stay working. Reliable contractors. A community that feels cared for, block by block.

What San Diego boards get with Progressive

When boards reach out to us, they usually describe the same frustrations: questions that go unanswered, a manager who keeps changing, and charges that appear without a clear reason. We set up our company to remove each one:

Switching sounds harder than it is, because our transition specialists carry most of the load. Find out how on Switching to Progressive.

We make that a contractual promise through seven written guarantees. If we let one slip, we reduce your fees. If your manager isn’t a match, we’ll assign someone who is.

You also keep your freedom. A 60-day notice is all it takes to cancel. We intend to keep your trust the honest way, month after month.

Our HOA has had the privilege of working with Neil Murphy. I cannot begin to explain how much Neil has gone above and beyond for our community. He puts in an excessive amount of hours and keeps his cool.

Our presence in San Diego County

Southern California boards have trusted us with 260+ residential, commercial, and mixed-use associations. San Diego County is our newest region, and we’re building it one well-run community at a time.

Growing in the city of San Diego

Today we manage 2 associations in the city of San Diego. Because the county has so many associations in Carlsbad, Oceanside, Escondido, and Chula Vista, we expect that list to grow. Our Riverside office provides the back-office support, so your community gets the same systems our other 260+ associations rely on.

Clear pricing for San Diego County HOAs

Price your management fee in minutes

You should be able to see what management costs before anyone pitches you. We publish our rates online, and your fee rests on two numbers: the count of owners in your association and their monthly dues.

Our pricing is a flat per-owner fee plus 2% of monthly dues, below the industry average. On top of that, your board selects how much support it wants with financial reporting and meetings. Routine jobs like scheduling vendors or coordinating with your attorney stay in the base price.

Use the calculator on our Pricing page, then request a written quote. We’ll get it to you within one business day. For an itemized view of every service and fee, open our Transparency page.

We put these in writing for every client. When we don’t deliver on one, our fee goes down.

The people your board can count on

Solo operators are personal but can buckle when a major claim hits. Big national firms have scale but can feel impersonal. Progressive is a family-owned company sized to give you both: a strong support team and managers who know your directors by first name. A small condo building in North Park and a large inland planned community get the same attention.

Room in every manager’s week

When a manager is buried, site walks get skipped and small leaks turn into big claims. We cap portfolios and hire experienced people, so your manager has the hours to stay ahead.

Meet the Team

Your San Diego County Community Manager is backed by our Riverside office and the systems our whole portfolio uses.

Regional Supervisors provide extra expertise whenever your community faces a complex issue.

Our family-run Headquarters staff includes longtime HOA specialists who track every state and federal law affecting you.

Plus, your board has direct email access to CEO and Founder Scott Brady.

The founder’s background

Scott Brady started in Southern California real estate in 2012. He saw firsthand how often HOA management failed boards and owners, and in 2020 he launched Progressive Association Management to change that. He has since advocated for reform at the state and local level, written a book on HOAs, and created tools that help associations keep their finances in good shape.

Local to San Diego County

What should San Diego County HOA boards plan for?

San Diego County boards are planning around reserves funded at about half, wildfire in the inland hills, flood risk after the 2024 storm, and salt air on the coast. The data:

Coastal condos and inland master plans

More than half of the county’s associations are in the city of San Diego (2,514 of 4,244). They range from older condo buildings near the beaches to master-planned communities in the inland neighborhoods.

A coastal building’s budget leans toward exterior repairs and corrosion, while an inland community spends more on slopes, landscaping, and fire prevention. We build each plan around the property in front of us.

Reserves hovering at 50%

Average reserve funding sits near 50% in both Carlsbad and Oceanside. Funding under 30% generally signals a high risk of a special assessment; over 70% signals a low one.

We coordinate your reserve study and increase contributions in measured steps, so owners aren’t blindsided by a large one-time charge.

Insurance for fire country and the coast

The CAL FIRE-reported 2003 Cedar Fire burned 273,246 acres in San Diego County and destroyed 2,820 structures. Associations in fire-prone areas have since seen master premiums jump 200% to 500% at a single renewal or lose their carrier.

Coastal communities fight a different enemy: salt air that eats away at railings, stairways, and balcony framing. We work with your broker ahead of renewal and know the California FAIR Plan now writes commercial limits up to $20 million per building.

Flood risk after the 2024 storm

On January 22, 2024, San Diego took 2.73 inches of rain in a single day, and FEMA counted 4,856 damaged structures countywide, including neighborhoods along Chollas Creek.

Many master policies don’t cover flooding. We help boards check whether flood coverage makes sense, keep drains and channels maintained, and add drainage upgrades to the reserve plan.

Balcony and walkway inspections

California’s SB 326 requires condo projects with three or more units to have a licensed structural engineer or architect inspect balconies, decks, and walkways and repeat the inspection at least every nine years. These findings must go into the reserve study.

Along the coast, moisture speeds up wood rot, so if your inspection is overdue or the repairs aren’t funded, we’ll help get both on the calendar.

Close to home

Balboa Park’s museums, Petco Park on a summer night, the Coronado beaches, and the Torrey Pines bluffs are why so many people choose San Diego County. A well-managed HOA helps protect the home they come back to.

Our property manager, Neil Murphy, is very responsive to questions/concerns that arise from residents in our HOA. When I could not get much help from accounting for a billing issue, he followed up to make sure it was addressed. Moreover, he is diligent in communicating with vendors regarding bids and projects.
