Practical help for Covina boards
Know the cost before you commit
Good pricing is clear, consistent, and easy to explain to owners.
We price everything into one all-inclusive rate. You won't find surprise fees for routine work. Our rates are online, so you can estimate your cost before you reach out.
After setup, you'll have steady, predictable costs.
We use a 2% management fee, which is under the industry average, plus standard per-owner charges. Your board then chooses how much financial and board-meeting support to add. That's the full equation.
Our Pricing page calculator gives you a quick estimate. For the exact number, request a free quote and we'll confirm it in writing within one business day.

Accountability in every contract
We write all seven guarantees into our agreements. Miss one, and we'll fix it and lower what you pay.
- Response - Owner inquiries are answered within 2 business days
- Vendors - Work meets the board's standards
- Financial Reporting - Provided by the end of the following month
- Service - Managers carry no more than 10 associations or 1,000 owners.
- Satisfaction - The board can cancel the contract with 60 days' notice
- CEO Access - Every owner gets direct email access to our CEO
- Transparency - We provide an HOASnapshot report if requested, and all contract and pricing information is provided upfront.
Family-owned and ready for Covina
We serve associations as small as a dozen owners and as large as several hundred. Our family-owned firm has the resources a single-office manager can't match and the personal service national chains rarely offer. We're the right size to know you and to support you.
Experienced people, reasonable workloads
We won't overload our managers to grow faster. A sustainable portfolio gives yours the bandwidth to really serve your board.
Our local managers already work with associations throughout the Covina area.
Expert regional supervisors keep them supported day to day.
And our family-owned corporate office is filled with HOA professionals who know the state and federal laws that govern your community.
You'll also get direct email access to Scott Brady, who founded the company and serves as CEO.
A founder with real estate roots
Scott Brady's Southern California real estate career began in 2012. Recognizing the need to reform HOA management, he founded Progressive Association Management in 2020. He's pushed for progress with lawmakers, written the book on HOAs, and built tools that keep associations financially solid.
Board training and resources
We've created a full resource library to help board members do their jobs well. It's free, and you don't have to be a client.

Planning ahead as a Covina HOA board
Pools, carports, and older plumbing
Covina associations are usually mid-size complexes with pools, carports, and plumbing that's been in the walls for decades. Those three items drive a large share of the maintenance calendar.
Getting ahead of a repipe
Many older complexes still have galvanized or early copper supply lines. A repipe is one of the biggest projects a board will take on, and planning it years ahead keeps it from becoming an emergency.
Leaks, deductibles, and who pays
Leaks from aging pipes cause many of the insurance claims in older complexes. Clear rules on owner and association responsibility, written into the governing documents, keep deductibles from turning into disputes.
The big three projects
Repiping, roof replacement, and pool resurfacing are the projects most likely to lead to an assessment in Covina. Spreading them across a 30-year reserve plan costs owners less in the long run.
Downtown and easy freeway access
Downtown Covina's restaurants and theater, Covina Park, and quick access to both the 10 and 210 freeways make the city an easy place to live.

Our HOA has had the privilege of working with Neil Murphy. I cannot begin to explain how much Neil has gone above and beyond for our community. He puts in an excessive amount of hours and keeps his cool. Neil, if you see this, we appreciate you and thank you for all your hardwork and dedication.
Our property manager, Neil Murphy, is very responsive to questions/concerns that arise from residents in our HOA. When I could not get much help from accounting for a billing issue, he followed up to make sure it was addressed. Moreover, he is diligent in communicating with vendors regarding bids and projects.

FAQs
Yes. Managers conduct an on-site inspection at least every other month. Boards that would like extra inspections can add them for a small fee.
We gather your CC&Rs, budget, reserve study, delinquencies, litigation history, and other key data, then organize it into one prioritized report. It's our proprietary take on a Carfax for associations. Boards use the HOASnapshot as their baseline for decisions.
With almost 1,000 properties and over 269 associations in our portfolio, we keep comprehensive policies in place:
- General Liability – For injuries and property damage at a community, rental, or work site.
- Errors and Omissions – Protection for agents in HOA management, residential management, and real estate sales.
- Cybertheft – Guards operating, trust, and reserve funds from fraud and theft.
- Workers Compensation – State-fund coverage if a team member is injured working.
- Fidelity Bond – A $1,000,000 bond protects association money we hold.
Reach out to our management team, and we'll find a new manager for your account. Not every match is perfect. We do ask boards to allow a few months for a manager to settle in before requesting a switch.
The first move is terminating your current management contract. Review its terms closely. You may need 30 or 60 days' notice, and some contracts can only be canceled within one 30-day window, renewing for a year otherwise. You can send the termination by email or in writing. After that, sign our contract and let our team handle the transition: contacting your old company, transferring the owner role, collecting governing documents, moving bank accounts, and onboarding owners. It can be done in 30 days, but we recommend 45.
