Rates you can check anytime
No board should be surprised by its management bill.
Our pricing is all-inclusive and free of hidden extras. We publish our rates so your board can estimate costs before you ever talk with us.
After onboarding, your monthly costs stay predictable.
It works like this: a 2% management fee, below the industry average, plus standard per-owner charges. Your board selects its financial and meeting support. Nothing else.
Our Pricing page calculator will estimate your price. After that, ask for a free quote, and our team will confirm everything in writing within one business day.
You'll find more on our Pricing and Transparency pages.
Seven contract guarantees
We include each guarantee in our agreements. If we fall short, you'll get a fix and a reduction in fees.
- Response - Owner inquiries are answered within 2 business days
- Vendors - Work meets the board's standards
- Financial Reporting - Provided by the end of the following month
- Service - Managers carry no more than 10 associations or 1,000 owners.
- Satisfaction - The board can cancel the contract with 60 days' notice
- CEO Access - Every owner gets direct email access to our CEO
- Transparency - We provide an HOASnapshot report if requested, and all contract and pricing information is provided upfront.
A company built for Harbor City HOAs
Small condo complex or large community, we're the right size for you. As a family-owned company, we offer more resources than a tiny local shop and more personal attention than national companies. Expect to be known by name and backed by a team of experts.
A management team that shows up
We keep every manager's portfolio sustainable. That gives yours the bandwidth to serve your board thoroughly.
Our local managers already work with associations in Harbor City and nearby harbor-area neighborhoods.
Experienced regional supervisors support them.
Our corporate office is family-owned and full of HOA professionals who track the federal and state laws your community has to follow.
And your board will have the direct email of Scott Brady, our founder and CEO.
A founder focused on reform
Scott Brady began his Southern California real estate career in 2012. He started Progressive Association Management in 2020 after seeing how much HOA management needed reform. He's pushed for progress with state and local leaders, written the book on HOAs, and built tools to keep associations on sound financial footing.
Resources for Harbor City board members
We want every HOA to be well run, so we created a free resource library for board members, clients or not.
Self-managing boards can use it as well.
Harbor City HOA maintenance priorities
Mid-size complexes near the park
Many Harbor City associations are mid-size complexes from the 1970s and 1980s with pools and shared parking. Their age means most major systems are already on their second round.
Shorter cycles for metal and paint
Salt air from the harbor speeds up corrosion on railings, stairs, and light fixtures. Painting and metal repair should run on shorter cycles than they would at an inland building.
The Palos Verdes fault and coastal moisture
Harbor City sits near the Palos Verdes fault, and coastal moisture is hard on building exteriors. Boards should review both seismic and water-damage coverage with their broker.
Balcony and stair findings
SB 326 inspections of balconies and exterior stairs often turn up repairs in Harbor City's older buildings. Setting money aside before the inspection keeps those findings from becoming an assessment.
Machado Lake and the Peninsula
Machado Lake, Ken Malloy Harbor Regional Park, and a quick drive to the Palos Verdes Peninsula make Harbor City a convenient home base.

The manager for our property is Alyssa. She is very professional, always quick to return phone calls and emails, and is very proactive in getting needed quotes and repairs. She is a huge asset to Progressive.
Sam is by far the best I have worked with. She’s always available and replies in a timely manner. Always a pleasure working with her. Thank you for all you do for us.
I had the privilege of working with Alyssa Kraus. She is incredibly responsive, detail oriented, and knowledgeable. So grateful for all her help!
Our HOA has had the privilege of working with Neil Murphy. I cannot begin to explain how much Neil has gone above and beyond for our community. He puts in an excessive amount of hours and keeps his cool. Neil, if you see this, we appreciate you and thank you for all your hardwork and dedication.
Our property manager, Neil Murphy, is very responsive to questions/concerns that arise from residents in our HOA. When I could not get much help from accounting for a billing issue, he followed up to make sure it was addressed. Moreover, he is diligent in communicating with vendors regarding bids and projects.

FAQs
At least every other month, your manager will inspect the community on-site. Your board can add more visits for a small fee.
It's our proprietary report on an association's condition, much like a Carfax. We compile the CC&Rs, budget, reserve study, delinquencies, litigation, and other key data and prioritize what needs attention. Boards use it as a benchmark.
We manage nearly 1,000 properties and more than 269 associations, so comprehensive insurance is a must. We carry:
- General Liability – For injuries or damage at communities, rentals, or work sites.
- Errors and Omissions – Covers agents in association management, residential property management, and sales.
- Cybertheft – Protects operating, trust, and reserve funds from cybercrime.
- Workers Compensation – Covers employees hurt on the job via the state fund.
- Fidelity Bond – A $1,000,000 bond covers funds we hold.
Yes. Let our management team know and they'll assign a new manager to your account. Before you do, give your current manager a few months to get to know your board and community.
First, terminate your agreement with your current company. Review the contract's terms. Some need 30 days' notice, some need 60, and a few only allow cancellation within a 30-day window before renewing for a year. You can terminate by email or written notice. Then sign with Progressive and we'll handle the transition: contacting your previous company, securing the owner role, collecting governing documents, switching banks, and onboarding owners. We can do it in 30 days, though 45 is preferred.
