Bellflower HOA management, made easier
See what you'll pay first
We keep our pricing straightforward and steady.
Our all-inclusive model means you're paying for the service itself, not a stack of surprise charges. Since our rates are public, your board can do the math on its own before reaching out.
Your rates won't jump around once you're set up.
You'll see a 2% management fee, below the industry average, plus the standard per-owner charges. Your board decides how much help it wants on financials and meetings, and nothing else gets added.
Our Pricing page has a calculator where you can enter your HOA's details for an estimate. After that, request a free quote and we'll put it in writing within one business day.
Everything's laid out on our Pricing and Transparency pages.
Our seven guarantees
Every contract includes these guarantees. When we don't hold up our end, we fix the problem and take real dollars off your fees.
- Response - Owner inquiries are answered within 2 business days
- Vendors - Work meets the board's standards
- Financial Reporting - Provided by the end of the following month
- Service - Managers carry no more than 10 associations or 1,000 owners.
- Satisfaction - The board can cancel the contract with 60 days' notice
- CEO Access - Every owner gets direct email access to our CEO
- Transparency - We provide an HOASnapshot report if requested, and all contract and pricing information is provided upfront.
A family business serving Bellflower
Your community might be a small condo building or a large townhome complex. We're designed for both. Our family-owned company has more resources than a small independent manager and offers a personal relationship you won't get from a national corporation. We're close enough to know you and capable enough to handle anything.
A team built around your board
We value doing great work over signing as many accounts as possible. Your manager carries a sustainable load, so they have time for your community.
Our local managers are already helping associations around Bellflower stay ahead of issues.
They're backed by regional supervisors who've seen it all.
Our family-owned corporate office rounds out the team with career HOA staff who know which federal and state laws apply to your community.
Every client board also gets Scott Brady's direct email. He's our CEO and founder.
Scott Brady's story
Scott Brady got his start in Southern California real estate in 2012. He saw HOA management needed real reform and founded Progressive Association Management in 2020 to deliver it. He has pushed for better policy at the state and local level, written the book on HOAs, and built tools to help associations stay financially stable.
Tools for Bellflower board members
We built a full library of articles, guides, and videos for board members, and we share it freely with anyone who needs it.
Self-managed boards included.
Advice for Bellflower HOA boards
Small associations, tight budgets
Most Bellflower associations are small, often under 30 units, with shared parking, a pool, and simple landscaping. A small budget leaves little room for surprises, so planning matters even more.
Consistent collections
In a small association, one delinquent owner can strain the whole budget. A clear collection policy, applied the same way to everyone, protects the owners who pay on time.
Older buildings and earthquake coverage
Many Bellflower complexes date to the 1960s and 1970s, before current seismic standards. Boards should check whether their master policy covers earthquake damage and whether a retrofit evaluation is worth the cost.
Why steady reserves matter here
A small association feels every special assessment directly. A $50,000 repair split across 12 units is more than $4,000 per owner, which is why steady reserve contributions are the best protection.
Parks and the bike trail
Thompson Park, Caruthers Park, and the city's bike trail give residents easy outdoor time, with Cerritos, Lakewood, and Long Beach all a few minutes away.

Our HOA has had the privilege of working with Neil Murphy. I cannot begin to explain how much Neil has gone above and beyond for our community. He puts in an excessive amount of hours and keeps his cool. Neil, if you see this, we appreciate you and thank you for all your hardwork and dedication.
Our property manager, Neil Murphy, is very responsive to questions/concerns that arise from residents in our HOA. When I could not get much help from accounting for a billing issue, he followed up to make sure it was addressed. Moreover, he is diligent in communicating with vendors regarding bids and projects.

FAQs
Yes. Expect an on-site inspection at least every other month. Extra visits are available for a small fee if your board wants them.
Quite a lot. Our HOASnapshot is a proprietary report that works much like a Carfax. It collects your CC&Rs, budget, reserve study, delinquencies, litigation, and more, then highlights what matters most. Boards use it as their baseline for planning and decisions.
Our portfolio includes almost 1,000 properties and upward of 269 associations, so we keep strong coverage in place:
- General Liability – Coverage for injury or damage at a property we manage or while work is being done.
- Errors and Omissions – Protects agents performing association management, residential management, and sales.
- Cybertheft – Covers operating, trust, and reserve funds if criminals try to steal them.
- Workers Compensation – Our state-fund policy for on-the-job injuries.
- Fidelity Bond – Protection of $1,000,000 for funds we hold.
Yes, you can. If your board and manager aren't clicking, contact our management team and we'll reassign your account. We do suggest giving a manager a few months to get comfortable with your community before switching.
Start by terminating your existing management agreement. Look carefully at the cancellation terms. Notice might be 30 or 60 days, and some agreements only permit cancellation during a specific 30-day window, otherwise renewing automatically for a year. Termination can be done by email or written notice. Next, your board signs our contract and the transition begins. We'll contact your current company, obtain the owner role, collect governing documents, change banks, and onboard owners. Thirty days is possible, but 45 is preferred.
