Easing the work for Laguna Niguel boards
Clear pricing for planned communities
Your board plans everything else carefully. Management costs should be just as predictable.
Ours are all-inclusive, so routine work doesn't come with hidden fees. Our rates are posted online, so you can estimate costs before reaching out.
Once you're onboarded, the rate stays steady.
You'll pay a 2% management fee, below the industry average, and standard per-owner charges. Your board then selects the financial and meeting support it prefers. That's everything.
Our Pricing page calculator produces an estimate from your HOA's details. Request a free quote and we'll confirm it in writing within one business day.
Our Pricing and Transparency pages explain it all.
Seven guarantees, built into the contract
Each guarantee is in your agreement. If we miss one, we fix it and lower your fees.
- Response - Owner inquiries are answered within 2 business days
- Vendors - Work meets the board's standards
- Financial Reporting - Provided by the end of the following month
- Service - Managers carry no more than 10 associations or 1,000 owners.
- Satisfaction - The board can cancel the contract with 60 days' notice
- CEO Access - Every owner gets direct email access to our CEO
- Transparency - We provide an HOASnapshot report if requested, and all contract and pricing information is provided upfront.

Regional supervisors support them with experience.
Our family-owned corporate office has career HOA professionals who know the federal and state laws that apply to master-planned communities.
You'll also have Scott Brady's direct email. He's our founder and CEO.
About our founder
Scott Brady has worked in Southern California real estate since 2012. He founded Progressive Association Management in 2020 to reform HOA management. He's advocated for change with local and state officials, written the book on HOAs, and built tools to help associations stay financially strong.

Laguna Niguel HOA structure and safety
Associations within associations
Many Laguna Niguel homes belong to two associations at once: a master association and a neighborhood or sub-association, each with its own budget and board.
Maintenance maps for every slope and gate
With two associations involved, owners need to know which one handles each slope, wall, and gate. A clear maintenance map prevents confusion and duplicate spending.
After the Coastal Fire
The 2022 Coastal Fire destroyed homes in Laguna Niguel, and insurers have tightened coverage across south county since. Keeping defensible space records current helps at renewal.
Funding slopes, gates, and streets
In Laguna Niguel, the largest reserve items are usually slopes, entry gates, and private streets. Funding them steadily avoids an assessment after a fire or a wet winter.
Parks and the path to the sea
Laguna Niguel Regional Park, the Salt Creek Trail to the beach, and the Town Center make everyday life in south county easy.

The manager for our property is Alyssa. She is very professional, always quick to return phone calls and emails, and is very proactive in getting needed quotes and repairs. She is a huge asset to Progressive.

Our HOA has had the privilege of working with Neil Murphy. I cannot begin to explain how much Neil has gone above and beyond for our community. He puts in an excessive amount of hours and keeps his cool. Neil, if you see this, we appreciate you and thank you for all your hardwork and dedication.
Our property manager, Neil Murphy, is very responsive to questions/concerns that arise from residents in our HOA. When I could not get much help from accounting for a billing issue, he followed up to make sure it was addressed. Moreover, he is diligent in communicating with vendors regarding bids and projects.

FAQs
Yes. Your manager inspects the community on-site at least every other month, and additional walks are available for a small fee.
It's a proprietary report we built to work like a Carfax for associations. It compiles your CC&Rs, budget, reserve study, delinquencies, litigation, and other key data, then prioritizes it. Boards use it as their baseline.
With close to 1,000 properties and over 269 associations to protect, we maintain:
- General Liability – For injury or damage at communities, rentals, or job sites.
- Errors and Omissions – Protects our agents in management and sales.
- Cybertheft – Covers operating, trust, and reserve funds against theft.
- Workers Compensation – Covers our team's work injuries.
- Fidelity Bond – A $1,000,000 bond safeguards funds we hold.
Let our management team know, and we'll assign another manager. We ask that you give your current manager a few months to get to know your community before switching.
Begin by terminating your existing management contract. Read the cancellation clause, since some contracts require 30 days' notice, some 60, and some only allow cancellation during a single 30-day window before auto-renewing for a year. You can terminate by email or in writing. After you sign with us, we'll handle the transition: contacting your former company, assuming the owner role, collecting governing documents, switching banks, and onboarding owners. We can complete it in 30 days, but 45 is ideal.
